PROCEEDINGS CHAIRMAN KLEIN: Good morning. Madam Secretary, before we start our public meeting, I believe we have some affirmation votes?
ANNETTE VIETTI-COOK: Yes. We have two items for affirmation. The first item is on Pacific Gas and Electric Diablo Canyon Independent Spent Fuel Storage Installation.
The Commission is being asked to act on a Memorandum and Order responding to a motion by San Luis Obispo Mothers for Peace seeking Commission reconsideration of the Commissions denial in CLI-06-23 of a motion for Declaratory and Injunctive Relief with Respect to Diablo Canyon Independent Spent Fuel Storage Installation. The Commission has voted to approve a Memorandum and Order which denies San Luis Obispo Mothers for Peaces motion for reconsideration. Commissioner Jaczko has included a separate opinion, concurring in part.

ANNETTE VIETTI-COOK: The second item is System Energy Resources, Early Site Permit for Grand Gulf. The Commission is being asked to act on an Order responding to an Atomic Safety and Licensing Board October 17, 2006 Notice (Change in Schedule).
The Commission has voted to approve an Order in which the Commission decides that it will consider itself the admissibility of a recently filed late contention raising the issue of whether the Environmental Impact Statement must analyze the impacts of terrorism on the proposed facility.
Commissioner Jaczko has included a separate, concurring opinion.
