CLINTON POWER STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO THE EMERGENCY PLAN ANNEX (TAC NO. MD2468)
Dear Mr. Crane:
By letter to the Nuclear Regulatory Commission (NRC) dated June 30, 2006, AmerGen Energy Company, LLC submitted a request that proposed a change to the Emergency Plan Annex that relocates the Technical Support Center from its current location adjacent to the main control room to the training facility on the east side of the owner controlled area, for Clinton Power Station, Unit 1.
The NRC staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. During a discussion with your staff on November 3, 2006, it was agreed that you would provide a response 30 days from the date of this letter.
The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. If circumstances result in the need to revise the requested response date, please contact me at (301) 415-3154.

Enclosure REQUEST FOR ADDITIONAL INFORMATION CLINTON POWER STATION, UNIT 1 DOCKET NO. 50-461 In reviewing the AmerGen Energy Company, LLCs (AmerGens) submittal dated June 30, 2006, Agencywide Documents Access and Management System Accession Number ML061920575), related to a request that proposed a change to the Emergency Plan Annex that relocates the Technical Support Center (TSC) from its current location adjacent to the main control room, to the training facility on the east side of the owner controlled area, for Clinton Power Station (Clinton), Unit 1, the NRC staff has determined that the following information is needed in order to complete its review:
1.
Explain how the proposed TSC is a dedicated facility as defined in NUREG-0696, Functional Criteria for Emergency Response Facilities.
2.
Will Clintons emergency plan have the same level of detail as change #1.M in your 10 CFR 50.54 (g) evaluation?
3.
Explain any compensatory measures available to minimize the transit time or security processing time from the proposed TSC to the control room.
4.
Does the proposed TSC have the same radiological habitability protection as the control room? How was this verified?
5.
Explain what the H.1.b requirements are for Clinton.
A clean copy of the revised emergency plan pages and/or sections shall be attached to the request for information responses to ensure that the safety evaluation adequately documents the revised emergency plan.
