EQUIPMENT REMOVAL AT GE TEST REACTOR (GETR), LICENSE TR-1 (DOCKET 50-70)

Dear Mr. Buckley:

As conveyed by our phone conversation earlier this month, GE Vallecitos is planning maintenance on a portion of the facility covered by the above mention license. This license is for 'possession only' of the GETR and associated facilities. Various documents (starting with the "ENVIRONMENTAL ASSESSMENT AND NOTICE OF FINDING OF No SIGNIFICANT ENVIRONMENTAL IMPACT FOR LICENSE RENEWAL AND POSSESSION ONLY AMENDMENT" of January 29, 19861 associated with the TR-1 License allow 'decontamination testing and decommissioning training exercises' on equipment which 'could be removed, repaired, replaced or installed as part of "normal maintenance" under the operating license.' This excludes any activity designed to restore capability for operating as a nuclear reactor. TR-1 Technical Specifications also address removal of components other than the reactor pressure vessel.

Recently, GE Vallecitos has been actively removing waste materials from the areas surrounding the GETR facility and our other possession only reactors. We are now intending to move these activities into the facility covered by License TR-1, in keeping with the above allowance and restrictions. Specifically, we intend to undertake maintenance on the resin/filtering system outside of the reactor containment by removing the filter housings, associated piping, pumps and shielding.

Upon successful completion of this maintenance, GE may continue equipment removal in keeping with the TR-1 license. GE understands this to be fully allowed under our current license and is submitting this notification to better allow the NRC to provide oversight of our activities.
