This is the next crucial step of the West Valley National Environmental Policy Act (NEPA) process. DOE has enlisted the services of Sapere Consulting, Inc. to provide support for the Core Team meetings. MEETING INVITATION Core Team to Address Issues Key to Decision-Making for the Draft Environmental Impact Statement for Decommissioning and/or Long-Term Stewardship at the West Valley Demonstration Project and the Western New York Nuclear Service Center Topic:

Initiation and scoping of a "CoreTeam Process" to be used for decision-making on the completion of environmental response actions for the West Valley Demonstration Project/Western New York Nuclear Services Center.

Focus:

The Core Team process and the associated Principles of Environmental Restoration are a proven framework for gaining consensus on technical issues amongst multiple parties with shared decision-making responsibility. These concepts have been endorsed by DOE and EPA and have been applied in various regions across the United States. The overall framework for the process is:

1. Defining the technical objective(s) for the collaborative process;
2. Identifying incremental agreements that must be reached to meet the objective(s);
3. Identifying and evaluating information needed to reach agreements;
4. Identifying actions for the technical staff to complete in support of decision-making; and
5. Attaining and documenting agreements.

In this initial one-day meeting we will identify the core team and jointly develop an agreeable process for collaboration. Specifically, this meeting will entail introducing the Core Team/Principles concepts, defining Core Team objectives, and identifying incremental agreements/decisions necessary to meet the objectives. These incremental agreements will be initially identified based on the nature of the comments received on the draft EIS.

Schedule:

The week of October 30, 2006, is the target time frame for the initial meeting. Participants are asked to provide their availability during this week so that an agreeable date and time can be established. Please communicate your availability to the core team facilitator:
