ASSESSMENT FOLLOW-UP: SURRY POWER STATION UNITS 1 AND 2 WHITE FINDING

Dear Mr. Christian:

The purpose of this letter is to inform you of our plans for a future inspection at your facility. On July 25, 2006, the NRC staff forwarded a letter concerning the final significance determination for a White finding in the Emergency Preparedness Cornerstone. The finding dealt with corrective actions for failure to identify a weakness during an emergency exercise critique associated with a Risk Significant Planning Standard which was determined to be a drill/exercise performance - performance indicator opportunity failure.

As a result of our review, we have assessed Surry Power Station Units 1 and 2 performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, in accordance with the NRC Reactor Oversight Process Action Matrix, we plan to conduct Supplemental Inspection Procedure 95001 to better understand the causes contributing to your associated performance issues and your planned corrective actions. We have finalized plans for Mr. Lee Miller, a NRC Senior Emergency Preparedness Inspector, to conduct this supplemental inspection from November 13, 2006, to November 17, 2006.

As discussed and coordinated with Mr. Barry Garber of your Surry Licensing staff, the scheduling of our inspection was dependent upon the completion of your root cause investigation and corrective action plan development as well as the availability of associated members of your staff. The results of the Supplemental Inspection will be documented in an independent NRC Inspection Report 05000280/2006502 and 05000281/2006502.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
