STAFF RESOLUTION ASSOCIATED WITH LICENSE RENEWAL INTERIM STAFF GUIDANCE LR-ISG-23: REPLACEMENT PARTS NECESSARY TO MEET 10 CFR 50.48 (FIRE PROTECTION)
Dear Mr. Marion:
The purpose of this letter is to inform you of the staffs resolution of License Renewal Interim Staff Guidance LR-ISG-23. This LR-ISG was initiated to determine if additional guidance is warranted regarding replacement parts for Title 10 of the Code of Federal Regulation (10 CFR) 50.48, Fire Protection. The staff has determined that the development of this LR-ISG is not necessary since additional guidance is not needed. The staff considers this LR-ISG withdrawn and closed.
A question was raised during the Arkansas Nuclear One, Unit 2 license renewal application review, regarding the requirement for replacement parts in storage necessary to meet the approved fire protection program (FPP) as described in the applicants operating license condition. Specifically, replacement parts that are necessary (available for immediate usage) to meet an approved FPP as described in an operating license condition.
The staff has determined that 10 CFR 54.4(a)(3) clearly specifies that components relied on in safety analyses or plant evaluations to perform a function that demonstrates compliance with the Commissions regulations (regulated events) be in scope of license renewal. These replacement parts credited in the FPP must be capable of performing their intended function.
Therefore, these parts are within the scope of license renewal per 10 CFR 54.4 scoping criteria and subject to an aging management review per 10 CFR 54.21. On this basis, the staff finds that additional guidance is not necessary.
