BROWNS FERRY UNIT 1 OPERATIONAL READINESS ASSESSMENT TEAM INSPECTION PREREQUISITES

Dear Mr. Singer:

During the public meeting held on October 20, 2006 between TVA and the Browns Ferry Unit 1 (BF1) Reactor Oversight Panel, I discussed the role that an Operational Readiness Assessment Team (ORAT) would serve in the NRCs decision process regarding your plans to restart BF1.

To amplify those discussion I wanted to identify the prerequisites that should be completed prior to this inspection. Please provide us with a written reply when these prerequisites have been satisfied and TVA is ready for NRCs ORAT.

1) Declaration by TVA that the facility is ready for the NRC ORAT.
2) Completion of the TVA Operational Readiness Review (ORR) described in the Regulatory Framework letter of August 13, 2003, including issuance of the independent ORR team report.
3) All Special Programs and safety-related modifications required for startup are essentially complete.
4) System Pre-Operability Checklists (SPOC) II for all safety-related and risk-significant systems and areas are complete, and systems turned over to Operations.
5) Completion of approximately 75% of the surveillance tests required for start-up, and identification of any significant outstanding surveillance tests required by Technical Specifications.
6) Issuance of essentially all safety-related procedure and drawing revisions needed to support startup and power operation.
7) Completion of the restart test program and resolution of essentially all test deficiencies for safety-related and risk significant systems required to support startup.

2 As the ORAT inspection activity approaches, we will provide you with a list of the information we need to support our ORAT inspection preparations. If you have any questions regarding these prerequisites, please contact Malcolm Widmann at (404) 562-4550 or Mr. Larry Mellen, at (404) 562-4531.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
