I am responding to concerns you expressed to Kathleen E. Trever, Coordinator for INEEL Issues When the above letter was written, the impact of a degraded main condenser on fuel element fouling was well established, yet there is no reference to this is the above ML013440513 and its attachments. There is also no reference to the potential impact of a degraded main condenser on the fouling that is described in River Bend LER 50-458/99-016-00 that was submitted to the NRC on March 1, 2000.
