Dear Mr. Stall :
This refers to the Regulatory Conference meeting conducted at your request at the Region II Office in Atlanta, Georgia on October 10, 2006. The purpose of the meeting was to discuss Turkey Point Unit 3 loss of residual heat removal event on March 8, 2006. Note that the briefing materials presented by Florida Power and Light Company (FPL) contained some FPL proprietary information. Enclosed are a list of attendees and FPLs non-proprietary version of presentation slides.
The discussions focused on the following topics: An overview of the event, Event Description, Corrective actions, Thermal Hydraulic Analysis of Event, Mitigating Actions, and SDP Analysis.
During the conference, Florida Power and Light Company (FPL) agreed that a violation of NRC requirements occurred and stated that corrective actions have been taken to prevent recurrence. FPL also stated that their SDP evaluation concluded that the change in core damage frequency for this event is less than 1.0E-6/yr. FPL committed to submit additional technical information to NRC for review. Results of NRCs review and decision will be discussed in Inspection Report 05000250/2006016.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
