Justification: This T&Q Plan revision does not decrease the overall level of security system performance as described in paragraphs (b) through (h) of I OCFR73.55. The T&Q Plan describes the requirements for minimum standards for and training of the security force.

SECURITY TRAINING AND QUALIFICATION PLAN INTRODUCTION The Nuclear Management Company (NMC) operates multiple commercially licensed nuclear facilities identified in Appendix A. In accordance with section 73.55(b)(4) and Appendix B to Part 73, Titlel 0 CFR 73, Code of Federal Regulations, this Security Training and Qualification Plan (TQP) provides guidelines for recruiting, screening, selecting, training, equipping and qualifying personnel for assignment to the Security Force. The criteria and guidelines contained in the plan are applicable to both licensee and contract Security Force personnel at each NMC-operated nuclear facility.

The plan identifies and establishes job designations, duty assignments and crucial tasks required to assure the timely and effective implementation of requirements mandated by the Physical Security and Safeguards Contingency Plans. The plan defines the processes used to select, train, evaluate, equip and qualify personnel for assignment to the Security Force to perform security-related duties and tasks identified in the Physical Security and Safeguards Contingency Plans. No individual shall be assigned to the Security Force to perform security-related duties, or tasks prio-r to successfully completing all training and qualification requirements for the job designations and duty assignments specified in the plan.

The current plan and any superseded portions of the plan are maintained as specified in section 4.1. The plan contains no safeguards information as defined in 10 CFR 73.21.

Definitions of terms applicable to this plan are provided in Appendix B.

The following areas are addressed in detail in the Physical Security and Safeguards Contingency Plans or applicable security procedures and are not addressed in this plan:

A. The composition and staffing of the security organization and Security Force and B. The types and quantities of Security equipment and supplies required by Security Force members to perform both routine security and contingency response duties and tasks.
