Stevens Ohio Environmental Protection Agency Division of Water Pollution Control Enforcement Section, ES/MOR P.O. Box 1049 Columbus, Ohio 43216-1049 Perry Nuclear Power Plant NPDES Permit No. 31B00016*GD Essential Maintenance Discharge Change

Dear Mr. Stevens:

Essential maintenance is planned to be performed on the Perry Nuclear Power Plant circulating water system during a refuel outage scheduled to begin March, 2007. The maintenance will require draining the system. To expedite drainage, the discharge is planned to be routed to two storm drains in addition to outfall 31B00016004 (See Attachments 1,2, and 3).

Approximately 468,207 gallons will be pumped to the storm drain systems on the east side of the plant (minor stream impoundment). This storm drain empties into a small, nameless stream that originates offsite. Attachments 4 and 5 provide detail of the configuration of the minor stream impoundment.

Approximately 169,529 gallons of water will be pumped to-a storm water impoundment on the west side of the plant site (Northwest Drain Impoundment). This impoundment serves only the plant site. It utilizes a skimmer plate and an impoundment drain prior to entry into Lake Erie.

Attachments 4 and 5, discussed above are typical of this impoundment.

The quality of water to be discharged during this process will meet the limits described in our current NPDES permit for outfall 31B0001 6004. The water will be discharged to a grassy area in order to trap any solids or sludge.

Since planning for the March outage has already begun, and this is a key step in the maintenance schedule, a response is requested at your earliest convenience.

PY-CEI/OEPA-0457L October 6, 2006 If you have any questions or require additional information, please contact Liz Ryan at (440) 280-5536.
