I.c CASE FACTS
- a.
On January 15, 2002 you acknowledged to an NMC investigator that while working at Kewaunee you smelled alcohol on a worker and did not report the observation to either Kewaunee supervision or security. When asked why you did not report the smell of alcohol, you stated that one had to "look at things from your point of view", that as at, worlking out of a union hall (400) where people didn't much like your working while others from the local community were not working, you didn't want to "create waves", so you "kept your eyes open and your mouth shut."
