SUMMARY

OF SEPTEMBER 13, 2006, MEETING WITH SOUTH CAROLINA ELECTRIC & GAS, ON GENERIC LETTER 96-06 (TAC NO. M96872)

On September 13, 2006, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of South Carolina Electric & Gas (SCE&G) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the schedule for the licensees commitments concerning the resolution of Generic Letter (GL) 96-06, Assurance of Equipment Operability and containment Integrity During Design-Basis Accident Conditions, for the V. C. Summer Nuclear Station (VCSNS). A list of attendees is provided as Enclosure 1. Members of the public were not in attendance.

The licensees slides are included in Enclosure 2. As part of the resolution of GL 96-06 for VCSNS to reduce the potential for waterhammer, the licensee had committed to implement certain modifications during the Fall 2006 refueling outage. These modifications included delaying the opening of valve 3107 A for five seconds after the start of a service water booster pump replacement of valve 3107 A with an air operated butterfly valve that fast closes and installation of a vacuum relief valve downstream of valve 3107 A. The licensee changed the schedule for these modifications for the spring 2008 refueling outage. The licensee stated that the reasons for the rescheduling included management challenges with issuance of the design change package and the requirement to use available implementation resources for other activities such as the containment sump modifications. The licensee stated that the risk of not making the modifications as previously planned is very low.

The current status of the NRC staffs assessment of GL 96-06 issues for the VCSNS is presented in its letter dated August 22, 2006, wherein certain issues are reported to be closed and the need for additional information on remaining issues is identified. The licensee stated that they would respond to that letter within 60 days of the date of the meeting.

The NRC staff present at the meeting did not identify an objection to the licensees plans to reschedule the implementation of the modifications. The NRC staff plans to continue its review of the GL 96-06 issue for VCSNS upon receipt of the licensees response to the staffs August 22, 2006, letter.
