Dear Mr. Palmisano:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC),

Office of Investigations (OI) to determine whether a former contract health physics technician for Bartlett Nuclear, Inc., at the Prairie Island Nuclear Power Plant was discriminated against for raising safety concerns. Based on the evidence developed during the investigation, we did not substantiate the allegation. The synopsis from the OI report of investigation is enclosed.

Case No. 3-2006-005 Enclosure SYNOPSIS This investigation was initiated on November 8, 2005, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine whether a former contract Health Physics Technician (HPT) for Bartlett Nuclear, Inc., at the Prairie Island Nuclear Power Plant was discriminated against for raising safety concerns.

Based upon the evidence developed, this investigation did not substantiate the allegation that a former contract HPT was discriminated against for raising safety concerns.
