Salem Safety Culture Hello Lisa:

I am contacting you on behalf of Dr. Kymn Harvin. She, and only she, is copied on this e-mail. [And I'm not going to employ the old trick of then forwarding this e-mail to everyone else.]

As you probably know, Dr. Harvin made allegations to Region I concerning (1)her termination after raising concerns about safety at Salem and Hope Creek, and (2)the broader concern about "chilling effect' at the site.

During our recent ADR worksh 'op meeting, several individuals at several times stated that 01 cannot investigate safety culture, 01 can only investigate allegations of 50.7 violations. I know - and am not seeking confirmation from you - that 01 is investigating Dr. Harvin's first allegation about wrongful termination. It is my understanding that along the way, 01 is also asking questions on behalf of the safety culture inquiry.

If you can, can you tell me:

a) Is the safety culture inquiry being conducted by staff from Region I?

b) If not, then by whom?

c) Which NRC inspection procedure is governing the inquiry?

The reason for the questions is that we want to verify that the scope of the safety culture inquiry is sufficiently large and not narrowly focused on low hanging fruit.
