Dear Chairman Klein:
My purpose in writing is to reiterate my request for the Nuclear Regulatory Commission to authorize an Independent Safety Assessment (ISA) of the Indian Point Energy Center.
As you know, my Hudson Valley Congressional colleagues and I have introduced legislation that would require your agency to authorize an ISA at Indian Point. However, as the ISA conducted at Maine Yankee in 1996 demonstrates, legislation is not necessary for the NRC to authorize an ISA. All it takes is your agency agreeing to our requests and giving the go-ahead for an ISA at Indian Point that would more definitively ensure the safety of the local communities surrounding the plants.
In several meetings with your predecessor, Nils Diaz, I've discussed that Indian Point is an aging plant with a pattern of problems. I've expressed that those of us living and working in the Hudson Valley believe that an Independent Safety Assessment as immediately as possible is the best way to identify areas of weakness before they become serious issues.
While your agency does recognize that the security and safe operation of Indian Point is of critical importance to our communities, the NRC still has a serious credibility problem in our area. This credibility problem prevents many local residents and local officials from placing much confidence in the Commission's oversight of Indian Point. It wasn't long ago that lax NRC oversight contributed to a steam generator tube failure at Indian Point, after the NRC refused our requests for months to compel Con Ed to replace the faulty steam generators.
I would like to request a meeting with you during the next month so that we can discuss safety issues at Indian Point. An independent and thorough safety assessment of Indian Point is a vital step to fully addressing public concerns and fully ensuring the plant's safe operations. Entergy has taken encouraging steps to address safety and security concerns at Indian Point. However, an ISA could help restore the public's confidence in the NRC's oversight, and will certainly better guarantee the safety of the plant and our local communities. I strongly encourage you to put the safety of the residents of New York's Hudson Valley first and foremost, and agree to authorize an ISA of Indian Point without further delay.
