MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN - INDIAN POINT NUCLEAR GENERATING UNITS 2 AND 3
Dear Mr. Dacimo:
On August 8, 2006, the NRC staff completed its safety performance review of the Indian Point Nuclear Generating Units 2 and 3 for the first half of the calendar year 2006 assessment cycle.
Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results over the previous twelve months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.
This safety performance review and enclosed inspection plan do not include physical protection information. A separate letter designated and marked as, Exempt from Public Disclosure in accordance with 10 CFR 2.390, will include the results of our physical protection review and resultant inspection plan.
Plant performance for the most recent quarter at Indian Point Units 2 and 3 was within the Licensee Response Column of the NRCs Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all PIs indicating performance at a level requiring no additional NRC oversight (Green). Therefore, we plan to conduct Reactor Oversight Process (ROP) baseline inspections at Indian Point Units 2 and 3. We also plan to conduct an inspection of the pre-operational testing for the independent spent fuel storage facility at Indian Point Energy Center. In addition, we plan to continue enhanced oversight of Entergys performance relative to addressing issues associated with the Unit 2 spent fuel pool leakage, including ground water contamination, and improving the reliability and availability of the alert and notification system, including implementation of backup power requirements, as described in the ROP Deviation Memorandum dated October 31, 2005. We will evaluate the need for continuing this enhanced oversight for calendar year 2007 based on the status of Entergys actions to address the onsite ground water contamination and improve the alert and notification system performance.
The enclosed inspection plan details the baseline and deviation memorandum inspections, less those related to physical protection, scheduled through March 31, 2008. The inspection plan is
F. Dacimo 2 provided to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspectors arriving onsite. Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last nine months of the inspection plan are tentative and may be revised based on our end-of-cycle safety performance review.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
