Enclosures 1 and 2 summarize the test results at the PNP.

Summary of Commitments This letter contains no new commitments and no revisions to existing commitments.

January 1 through June 30,2006

1. MANAGEMENT

SUMMARY

A. RANDOM TESTING During this reporting period, Nuclear Management Company, LLC conducted a total of 314 random tests with the following results:

Donor Group Random Tests Results Employees 186 Random testing identified one positive drug/alcohol result.

Contractors 128 Random testing identified no positive drug/alcohol results.

The percentage of random tests conducted during this period was 56%.

The positive drug/alcohol rate for 2006 indicates a stable trend for employees and contractors:

Fifteen individuals were denied access based on the following: seven marijuana, four cocaine, two alcohol, one amphetamines, and one refusal to test.

C. FOR CAUSE TESTING/POST-ACCIDENT TESTING Twenty-six for-cause tests were required during the reporting period. Twenty-four tests were given because of a polar crane incident, one was given because of an accident requiring medical attention, and one was given for observed behavior. All of the test results were negative. One individual involved in the polar crane incident was tested for alcohol only. The individual was called away for a family emergency prior to completing the drug portion of the test.

D. FOLLOW-UP TESTING No individuals tested positive during "Follow-Up"testing.

E. APPEALS The appeal process was not initiated during this reporting period.

2. REPORTABLE EVENTS UNDER 10 CFR 26.73 During this six-month interval, Palisades Nuclear Plant encountered one fitness for duty event that required reporting under 10 CFR 26.73.
