DIABLO CANYON POWER PLANT, UNIT NOS. 1 AND 2 - RE: RESPONSE TO GENERIC LETTER 2003-01, CONTROL ROOM HABITABILITY (TAC NOS. MB9797 AND MB9798)
Dear Mr. Keenan:
The U.S. Nuclear Regulatory Commission (NRC) acknowledges the receipt of your responses to Generic Letter (GL) 2003-01, Control Room Habitability, dated August 8, 2003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML032310415);
December 9, 2003 (Accession No. ML033530079); and April 22, 2005 (Accession No. ML051260225). This letter provides a status of Pacific Gas and Electric Companys (PG&E, the licensee) responses and describes actions that are needed to consider PG&Es responses to GL 2003-01 complete.
The GL requested that PG&E confirm that the control rooms at the Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP) meet its design bases (e.g., GDCs (General Design Criteria) 1, 3, 4, 5, and 19, draft GDC, or principal design criteria). In particular, the NRC staff requested PG&E to pay special attention to the following: (1) the determination of the most limiting unfiltered and/or filtered inleakage into the control room and comparison to values used in DCPPs design bases for meeting control room operator dose limits from accidents (GL Item 1(a)); (2) the determination that the most limiting unfiltered inleakage is incorporated into DCPPs hazardous chemical assessments; and (3) the determination that reactor control capability is maintained in the control room or at the alternate shutdown location in the event of smoke (GL Item 1(b)).
The GL further requested information on any compensatory measures in use to demonstrate control room habitability and plans to retire them (GL Item 2).
PG&E reported the results of ASTM E741 tracer gas tests for the DCPP control room which is common for both units and is pressurized for accident mitigation. For DCPP, PG&E determined that there is no unfiltered inleakage into the control room envelope (CRE) which is less than the value of 10 standard cubic feet per minute assumed in the design basis radiological analyses for control room habitability.
PG&E indicated that that there were no offsite or onsite storage or transportation of hazardous chemicals that presented a threat to control room habitability. Consequently, the amount of unfiltered inleakage is not incorporated into the DCPP hazardous chemical assessment. PG&E also indicated that reactor control capability can be maintained from either the control room or the alternate shutdown panel in the event of smoke.

Keenan The GL further requested that PG&E assess the Technical Specifications (TS) to determine if it verifies the integrity of the CRE, including ongoing verification of the inleakage assumed in the design basis analysis for control room habitability, in light of the demonstrated inadequacy of a delta () P measurement by itself to provide such verification (GL Item 1(c)). As permitted by the GL, PG&E provided a schedule for revising the surveillance requirement in the TS to reference an acceptable surveillance methodology. In PG&Es December 9, 2003, response, PG&E indicated that it would submit a TS change to incorporate a Control Room Integrity Program that will include periodic verification of control room inleakage which will be consistent with TS Task Force (TSTF)-448.
Based on the information PG&E provided, the NRC staff has concluded that:

There are no compensatory measures in place to demonstrate control room habitability at DCPP, and 2)
PG&E is committed to meet the GDC regarding control room habitability which is documented in its Final Safety Analysis Report Update.
PG&E has committed to submit a licensing amendment request (LAR) based on TSTF-448, within 90 days following our formal review and approval of TSTF-448. Based on this commitment, the NRC staff concludes that PG&Es response to GL 2003-01 is acceptable.
The NRC staff will monitor submission of the LAR and interact with PG&E as necessary during the amendment process.
