August 23, 2006 Mr. Eugene S. Grecheck Vice President - Nuclear Support Services Dominion Nuclear Connecticut, Inc.

SUBJECT:

MILLSTONE POWER STATION, UNIT NO. 3 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO RELIEF REQUEST TO USE AN ALTERNATIVE BRAZED JOINT METHODOLOGY (TAC NO. MC8893)

Dear Mr. Grecheck:

By letter dated June 9, 2005, Dominion Nuclear Connecticut, Inc. requested approval for the use of an alternative brazed joint assessment methodology. The approval of the request would provide the structural integrity analysis and acceptance criteria needed for resolution of nonconforming conditions on American Society of Mechanical Engineers Boiler and Pressure Vessel Code Class 3, moderate energy system piping with brazed joints as part of the Millstone Power Station, Unit No. 3, inservice inspection program.

The Nuclear Regulatory Commission staff has determined that a response to the request for additional information is necessary in order for the staff to complete its review. These questions, in draft form, were sent by fax to Mr. Paul Willoughby of your staff on March 24, 2006. A conference call with your staff was held to discuss the questions on May 11, 2006, in which a common understanding of the questions was reached.

In order to complete our timely review of your relief request, we require your response within 30 days from the date of this letter. Please note that if you do not respond to this letter within 30 days, we may reject your application under the provisions of Title 10 of the Code of Federal Regulations, Section 2.108(b). If you have any questions, I can be reached at (301) 415-1484.

Sincerely,

/RA by G. Ed Miller for/
