July 18,2006 Nuclear Regulatory Agency King of Prussia PA
Dear NRC:
I am appalled at what is transpiring in Limerick and the permit needed for placement of the casks containing high level nuclear waste.
First of all, once that waste leaves the site it will belong to the US government. Secondly, the NRC is involved in this permit. IF the waste remains where it is and Exelon has shut down the plant, it is unclear what happens.
It used to be that if there was federal involvement then one could ask for a full EIS with an on the record public hearing. It used to be that large projects could not be fragmented - that decision making could not be broken up into little meaningless pieces.
In this case the decision Baking is being fragmented. At the recent meeting of the Limerick Township Supervisors someone asked how thick the pad would be and we were told that had nothing to do with handing a permit for a pad. That is complete nonsense.
Also it was stated that there is a fault line through the Exelon property.
Decisions are being made without written important information being given to citizens. This is a dangerous way to go.
I think the proceedings might be illegal. I think the NRC must require an EIS. This issue is of importance beyond the township's borders.
I would like a reply as to how this is not fragmentation of decision making and why no EIS is being required.
Sincerely,
