10/15/04 12:43AM Tonight's Global Message I want to commend you for the detailed, informative, and clear global message you sent tonight to the site regarding the recent events at Hope Creek, refuel outage implications, and your insights.

In addition, letting people know the "requirements" you have set for restart while also inviting dialogue about concerns is an important, progressive step towards restoring trust.

I hope you will learn more as you talk with Hope Creek operators, both in the control room and the field, and reassure them Safety First really is the top priority.

I regret that we cannot work more closely for the good of the site and all the stakeholders. I remain open to working something out. Emails and third parties have their limitations, but I pledge to find a way to reach you should the need arise again.
