SUBJECT:
ST. LUCIE NUCLEAR PLANT, UNITS 1 AND 2, TURKEY POINT NUCLEAR PLANT, UNITS 3 AND 4, SEABROOK STATION, AND DUANE ARNOLD ENERGY CENTER - REQUEST FOR THE USE OF DELTA PROTECTIONS SELF FED, SINGLE USE MURUROA BLU SUIT SYSTEMS (TAC NOS. MD2425 THROUGH MD2430)
Dear Mr. Stall:
By letter dated June 16, 2006, Florida Power and Light Company, FPL Energy Seabrook, LLC, and FPL Energy Duane Arnold, LLC (hereafter referred to collectively as the licensees),
requested authorization, pursuant to Title 10 of the Code of Federal Regulations, Part 20, Section 1703(b), to use the Delta Protection Mururoa BLU Suit Systems at St. Lucie Nuclear Plant, Units 1 and 2, Turkey Point Nuclear Plant, Units 3 and 4, Seabrook Station, and Duane Arnold Energy Center. The licensees also requested authorization for their use as respiratory protection equipment with an Assigned Protection Factor of 2000.
Delta Protections self fed, single use Mururoa BLU suit systems, which are described in Topical Report for Delta Protection Mururoa BLU Suit Systems (ADAMS Accession Number ML061910495), were previously reviewed and approved by the U.S. Nuclear Regulatory Commission (NRC) in a safety evaluation dated April 10, 2006 (ML060950499).
The NRC staff finds that the list of commitments provided in the licensees submittal dated June 16, 2006, is sufficient to ensure that the licensees will implement the use of this respiratory protective device consistent with the topical report and with the configuration and conditions described in the applicable safety evaluation. Therefore, the request is approved.
If there are any questions regarding this matter, please contact me at (301) 415-3974.
