The NRC/PNNL team spent two days meeting with SNC and its contractors to discuss the current status of the environmental report for the expected Vogtle Early Site Permit Application.
Discussions in each technical area were focused on how SNC expected to provide the information needs as described in regulatory guidance ( e.g. Regulatory Guide 4.2, Standard Format and Content of Environmental Reports, and NUREG-1 555 "Environmental Standard Review Plan for Nuclear Power Plants"), the processes used for analysis, clarity of the bases and logical flow of the conclusions, and the status of external interactions.
Department of Energy Intra-Governmental Meeting and SRS site tour July 12, 2006 Attendees:

The NRC/PNNL group met briefly in the morning with Gary Hoover who provided a site tour that included the production reactor areas, waste management areas, PAR pond, L-Lake, and the river water intake sites, which are located just up-river from the Vogtle Plant. The group also visited the "D Area", a site located near the Savannah River which has been proposed as a prospective commercial nuclear site.
In the afternoon, the NRC/PNNL group met with Carl Everett, Drew Granger, David Hepner, and Pat Jarnagin. Mr. Notich explained the NRC new reactor licensing process, the expected schedule for the Vogtle ESP application review, and the general data and information that NRC would need for it's review. The DOE staff indicated that much of the potentially useful information collected at the SRS is published in their Annual Environmental Report. They also indicated that they could provide a list of South Carolina regulatory contacts, and contact information for downstream water users and other stakeholders. The DOE group was interested in the licensing process and indicated that at least one local citizen group was actively trying to attract a new commercial plant to the SRS. They also indicated an interest in becoming a center for reactor operator training.
After the formal meeting, Mr. Everett provided a tour of the Defense Waste Processing Plant.
