Investigations, by their very nature, are hard to anticipate when it conhes to timing since we follow all logIcal leads. The sentence in question should therefore read: "Regardless, the NRC believes that the time taken to complete this investigation was necessary to ensure a thorough and independent investigation into the complex issues raised by the CI."
