Randy, We need to discuss this today, if possible. The staff (Ris -'no violation vs. Wiebe - violation) is currently divided on whether or not a violation occurred. I am still sorting through the matter. When we have reached a conclusion, I will brief you.

it seems clear from the 01 result that no wrongdoing is substantiated.

I believe there was a nonwillful violation of the procedures for basic conduct of ops, In that the plant manipulations were not under the proper control and full knowledge of the shift.'

but i will go with the panel end result, since i can't attend.
