it seems clear from the 01 result that no wrongdoing is substantiated.
I believe there was a nonwillful violation of the procedures for basic conduct of ops, In that the plant manipulations were not under the proper control and full knowledge of the shift.'
but i will go with the panel end result, since i can't attend.
