Dr. Harvin: Thank you for your offer to join the panel for the Region I Breakout Session topic of Communicating with External Stakeholders. At this time the panel members and topic points have been finalized. However, as you note, the opportunity for session members to participate from the audience is an integral part of the approach to the exchange of views. The Breakout topic is focused on the NRC Strategic Goal of Openness and will cover communication issues with elected officials, States, media and members of the public. I bring to your attention the Breakout Session-Set 3 topic of Objective Measures of Safety Culture, scheduled for Wednesday, March 9th. which may also be of interest to you. Thank you for yo si.

Sam, Region I has "broken new ground" in many ways during the past 18 months as it has dealt with the Issues at Salem and Hope Creek. Although we have our differences, that new ground cannot be denied. I believe we have an opportunity to further "break new ground" and I hope you will wholeheartedly support the following offer.

My offer is that I join the panel for next Thursday's Region I Breakout Session at the RIC.

"Communicating with External Stakeholders" will be a key topic. I give Region 1 TOP MARKS for communicating with me since I came to the NRC In September of 2003. Your staff members have been responsive to questions, diligent about keeping me Informed, and consistently"in communication" with me. Although I did not always agree with what I was hearing or the timing of actions, your staff nevertheless kept the communication channels open.

While I realize I can participate in the session from the "audience," I do believe it breaks new ground and sends an important message to have an "alleger" on the panel. My mere presence would send a vital message that the NRC is, in fact, addressing "allegers" as key stakeholders.

I realize the other regions may not follow your lead for their breakout sessions, due to time or other constraints. I hope you won't let this stop Region I from taking this new ground. It would be an Important step forward-a giant one, I believe-to give me a place at the panel table.

Please call me at your earliest opportunity to discuss this.
