RE: SOUTHERN NUCLEAR OPERATING COMPANY EMERGENCY PLAN REVISION (TAC NOS MC9458, MC9459, MC9460, MC9461, MC9462 AND MC9463.)
Dear Mr. Gasser:
By letter dated December 30, 2005, Southern Nuclear Operating Company requested review and approval of the proposed emergency plan changes affecting the Edwin I. Hatch Nuclear Plant, Joseph M. Farley Nuclear Plant, and Vogtle Electric Generating Plant emergency action levels.
The U.S. Nuclear Regulatory Commission staff has reviewed the submittal and determined that additional information is required to adequately evaluate the acceptability of the proposed changes. A listing of the requested additional information is found in the enclosure.
Per the licensee's request, the proposed Emergency Action Level (EAL) changes for each plant were evaluated in parallel, and questions were generated accordingly. However, in your response you must address the questions on a site-specific basis. Each licensee should address the RAI applicable to their site, revise the EAL and/or provide more information in the EAL Basis, and revise the Difference/Deviation Matrix as applicable.
To support further review of the proposed changes a revised Difference/Deviation Matrix and Redline/Strikeout copy shall be provided in the licensee's response. Additionally, a complete, unmarked EAL Basis Document shall be provided as an attachment to the licensee's response.
