Bullet (b) & (e) - By Anderson reinforcing in meetings with employees and by letters the "expectation" that finding and fixing our "own" problems could be interpreted by some as being restrictive, i.e., don't go outside with problems, don't go to the NRC, or elsewhere. This might be chilling to some readers, especially when the problems raised in the past didn't get fixed.
These types of phrases in letters and meetings might be well intended but could be misinterpreted, especially given the other letter written by Anderson regarding "Discipline and Punishment."
