Jamnes/ Steve: I'm sorry I did not catch you via phone. but, I wanted to get this message to you since I will be out of the office Thursday 07/13 and Friday 07/14. Susan Langhorst, the RSO at Washington University wants to meet with Marty next week-we are tentatively looking at Thursday afternoon or Friday to discuss their programs and some of the policy issues that affect the facility.
I would like the region to prepare some briefing materials for the drop in. Since this is such short notice, I wanted to check with you on whether you want the task officially ticketed through the OEDO, or if you'd rather just provide me the requested information. It would be more efficient from my end if you provide the information without a ticket, but it is up to you.
The information should be basically what you may have already prepared for the briefing book for the trip that Marty had planned and canceled for next week, including:
-the scope of activities at the site
-the organization and bio for officials
-regulatory history, including enforcement and allegations
-insights and staff positions on the specific issues Sue wishes to discuss:
-increased controls-the impacts on this specific facility
-NARM rulemaking and how it may impact this facility
- training and experience requirements of '10 CFR 35, specifically:
- the need for consistency among agreement states due to movement of qualified staff between states
-requirements for authorization to be an RSO-whether the qualification requirements are appropriate given that a certified HP would need a preceptor statement to be qualified, but an authorized user with significantly less radiation protection experience, would not need such as statement.
- grandfathering requirements in 10 CFR 35.57-a concern that individuals listed on a license after 10/24/2002 will not be qualified if they leave one facility and move to another (My read of 35.57 does not indicate that this is the case).
- any issues of news media interest If I could get this information by Tuesday, noon, that would be great. If that's too much to ask, let me know and we will negotiate another due date. If you wish to have this task ticketed, please contact Andrew Mauer at 301-415-1067 tomorrow or Friday.
