Dear Sir or Madam:

Tihis letter documents completion of a previous commitment as requested by the Nuclear Regulatory Commission (NRC) staff and addresses an additional NRC request regarding a license amendment for Donald C. Cook Nuclear Plant (CNP), Unit 1 and Unit 2.

By Reference 1, Indiana Michigan Power Company (I&M) proposed to amend Facility Operating Licenses DPR-58 and DPR-74 for CNP. I&M proposed to increase the voltage limit for the emergency diesel generator (DG) full load rejection Technical Specification (TS) Surveillance Requirement (SR). The proposed amendment was requested on an emergency basis for Unit 2, pursuant to 10 CFR 50.91(a)(5). The proposed amendment was not requested on an emergency basis for Unit 1. References 2 and 3 provided supplemental information regarding the proposed amendment. Reference 4 provided a regulatory commitment regarding the proposed amendment as requested by the NRC staff. In Reference 4, I&M committed to perform all TS SRs that challenge the operation of the Unit 2 AB DG voltage regulator prior to Unit 2 entering Mode 3 during the refueling outage that was in progress at the time of the submittal. Reference 5 transmitted the approved amendment for Unit 2. I&M performed the testing as committed in Reference 4 prior to Unit 2 entering Mode 3. Unit 2 has since returned to full power operation.

The NRC staff has requested that I&M document the testing performed to satisfy the commitment made in Reference 4. The testing performed included all TS SR testing that challenged the operation of the Unit 2 AB DG voltage regulator. The following TS SRs were successfully completed on the Unit 2 AB DG following replacement of the voltage regulator, prior to Unit 2 entering Mode 3 during the Spring 2006 refueling outage:

SR 3.8.1.2 SR 3.8.1.11 SR 3.8.1.3 SR 3.8.1.15 SR 3.8.1.8 SR 3.8.1.16 SR 3.8.1.10 SR 3.8.1.19 SRs 3.8.1.12 and 3.6.1.13 were not performed because, with respect to challenging the voltage regulator, they are enveloped by SR 3.8.1.19. SR 3.8.1.22 was not performed because, with respect to challenging the voltage regulator, it is enveloped by SR 3.8.1.8.

U. S. Nuclear Regulatory Commission AEP:NRC:6381-04 Page 3 The NRC staff has also asked if I&M is replacing all the voltage regulators on the Unit 1 DGs. If so, I&M was requested to address the testing of these replacement regulators. I&M does not intend to replace any voltage regulators on the Unit 1 DGs during the upcoming Fall 2006 refueling outage.

The information provided in this letter consists of clarifying information for the amendment request previously submitted by Reference 1. The information in this letter does not alter the validity of the original evaluation of significant hazards considerations performed in accordance with 10 CFR 50.92, and documented in Enclosure 2 to Reference 1. The environmental assessment provided in Enclosure 2 to Reference 1 also remains valid.

The enclosure to this letter provides an affirmation affidavit pertaining to the supplemental information. This letter contains no new regulatory commitments. Copies of this letter and its enclosures are being transmitted to the Michigan Public Service Commission and Michigan Department of Environmental Quality, in accordance with the requirements of 10 CFR 50.91.
