Also, we want to ensure coordination with EDO CA/OPA/OCA...prior to issuance of PN...Bottom line, we should inform the licensee that we will be notifying congressional representatives prior to the PN..... If they wanted to perform outreach that is there option (federal representatives)......

Bill Kane was interested in the cause of the vacuum breaker leakage from 1998 forward if we know....
