01 INTERVIEW 03 OCTOBER 23, 2003

-- JONat the Salem Station, was interviewed bTye-Offiýce of Investigations on October 23, 2003, as part of the inquiry into the Safety Conscious W k En- ent (SCWE) at the Salem and Hope Creek Stations. At the time of the interview, eclined to be tape recorded and notes were made during the interview (copies attached This r""morandum summanrizes those notes.

He worked on site sinceIM N - l . eported that he saw no issues with nutclear safety, dusrial safety needs some wok. He noted that there is a backlog of approximately 400 industrial safety notifications in the CorrectiV& Action Process (CAP) and described them.as some small, some huge. He believed that funding for safety is fixed and limited, but prioritization of resources is occurring. Nuclear safety issues are handled immediately, but industrial safety issues are prioritized and not as quickly addressed. Personnel safety issues do not get addressed as quickly as operability issues. There has been a lot of talk of improvement with management changes, but the effects have not been seen in the field with equipment issues.

pe e tion o he emergency diesel generator issue at Hope Creek (around March 2003) was tha 91 as only concerned with what was in the technical specifications, not the OSHA requirements. The comments made to the shop stewards and operators at that time indicated that it was insubordinate to not work on the generator.

His impression is that ECP did a thorough job, but did not clearly roll out their findings. They do respond to the complainant, but not everyone is satisfied with the findings. He has not been directed one way or the other on his use of ECP.
