ACKNOWLEDGMENT OF LICENSE AMENDMENT REQUEST RELATED TO REVISION OF PHYSICAL SECURITY PLAN FOR HUMBOLDT BAY POWER PLANT UNIT 3

Dear Mr. Keenan:

The Nuclear Regulatory Commission staff has received your application dated May 17, 2006, requesting revision of the physical security plan, sections 3.1.4 and 4.3, and table 7-1, to allow leaving certain security posts temporarily unmanned during emergency conditions requiring personnel to evacuate occupied buildings for their safety.

We have completed the initial processing, which is an administrative review, and have accepted your application for a more detailed technical review. The more detailed technical review may identify omissions in the submitted information or technical issues that require a request for additional information (RAI). If necessary, these will be forwarded to you under separate cover in the future. The staff expects to complete its review by February 17, 2007, if no RAI is required.
