Dear Chairman Diaz:
It recently has come to my attention that the Nuclear Regulatory Commission ("NRC") has extended employment offers to three key individuals at our Calvert Cliffs Nuclear Power Plant. All three of those individuals are in our security force and carry out essential training functions. Moreover, the NRC also has hired several other individuals from Calvert Cliffs since the beginning of this year.
While I understand that the close proximity of Calvert Cliffs to NRC headquarters possibly makes NRC employment attractive to Calvert Cliffs personnel, it is nonetheless inappropriate for the NRC to recruit critical resources from one site in such a concentrated and direct manner. We value the movement of people around our industry, including movement from the private sector to government agencies, as an important contributor to developing and spreading industry experience. However, such movement needs to be accomplished judiciously and with some moderation in order to preclude the potential wveakening of any one facility's operations.
I respectfully suggest, and would greatly appreciate, that the agency review its recruiting practices in order to take appropriate steps to assess and preclude the potential weakening of any of the industry's operating nuclear facilities.
