Dear Mr. Larcamp:
Town of Hudson, Light and Power Deparbnent (HL&PD), a non-operating owner of Seabrook Nuclear Station, with energy entitlements as an owner and through Power Sales Agreements with Massachusetts Municipal Wholesale Electric Company (MMWEC), has a very significant financial and operational interest in the continuing safe and reliable operation of Seabrook Station.
We were dismayed to learn of the repeated downpowering of Seabrook Station ordered by Independent System Operator, New England (ISO-NE). We fear that such actions, which are inconsistent with the prudent operation of a nuclear baseload plant, will endanger the longevity of the plant and could potentially lead to severe financial impacts at HL&PD. We cannot emphasize enough the depth of our concerns. In addition to the risks to the plant we submit there is an increased risk of human error with fiequent energy output reduction orders from ISO-NE.
Our purpose in this communication is to stop ISO-NE from ordering the downpowering of Seabrook Station and highlight the apparent disregard for the potential impacts on the plant and the financial well-being of HUPD. To invoke an outdated undocumented protocol to justify the downpowering of Seabrook Station suggests a lack of prudence and understanding of nuclear plant operations.
