Limerick did an initial sensitivity study that showed they would have to reduce CR in leakage to 100 cfm in order to make the 5 REM limit. This is slightly higher than the tracer gas value, but does not provide much margin.

Limerick would like to propose taking partial credit for RERS mixing following the Bechtel curve in 2.5 minute increments from time 3 minutes to time 22.5 minutes when the curve reaches the 50 % mixing. At that time, the assumption would be conservatively a constant 50 % mixing for the remainder of the accident although mixing would actually be higher. Limerick would also reduce the CR in leakage to about 225 cfm. There would be no crediting for filtering in the 15.5 minute draw down period.

I responded to Doug, et. al, that this is something that could be considered, that it does appear to provide some basis for at least partial credit for mixing.
