SUBJECT:
TURKEY POINT PLANT, UNIT 3 - WITHDRAWAL OF EMERGENCY LICENSE AMENDMENT REQUEST REGARDING INTAKE COOLING WATER PUMP (TAC NO. MD1811)
Dear Mr. Stall:
By letter dated May 20, 2006, Florida Power & Light Company (FPL) applied for an emergency license amendment to the Turkey Point Unit 3 Facility Renewed Operating License No. DPR-31. The proposed change would have modified the facility technical specifications pertaining to the intake cooling water (ICW) pumps. Specifically, the proposed amendment would have revised Technical Specification 3.7.3, Action a, to extend the allowed outage time (AOT) for an inoperable ICW pump from 7 days to 14 days on a one-time basis. FPL anticipated that the 7-day AOT would not be met for the 3B ICW pump due to unexpected circumstances that arose during system maintenance. Subsequently, by letter dated May 22, 2006, FPL notified the U.S. Nuclear Regulatory Commission (NRC) staff that the work was able to be accelerated, thereby eliminating the need for the AOT extension, and withdrew the amendment request.
The NRC staff plans no further action on this request.
Sincerely,
/RA/
