Vanderheyden (CCNPP) to Associate Administrator for Hazardous Materials Safety (US DOT), dated December 15, 2005, Request for Exemption from Requirements of 49 CFR Part 173 Related to the Shipment of Reactor Vessel Closure Heads to RACE, LLC in Memphis, TN In Reference (a), Calvert Cliffs Nuclear Power Plant, Inc. submitted an application for a special permit for shipment of two reactor vessel closure heads (RVCH) from CCNPP to the RACE, LLC facility in Memphis, TN.

The contents of the RVCH packages, as detailed in Reference (a), are the RVCHs, control element drive mechanisms (CEDMs) including pressure tubes and motor housings, integral thermal sleeves, lifting shroud, RVCH insulation, and the thimble support plate (TSP).

During removal of the Unit 1 CEDM coil stacks, the lower portions of three of the stacks were found to be stuck in place and will become part of the RVCH package contents. As discussed in Attachment (1),

the portions of the coil stacks (approximately 2-feet or less in height) that remain will have no effect on the radiological or structural evaluations provided in Reference (a). Further, shipment of the coil stack segments within the RVCH packages will have no effect on the health and safety of the public.

Attachment (1) provides the justification to include the coil stacks in the Units 1 and 2 RVCH shipping packages as necessary.

Supplemental information included in Attachment (2) and the revised Transportation and Emergency Response Plan included in Attachment (3) are provided based upon discussions with the U.S. Department of Transportation reviewer following the original submittal requesting exemption.
