SUMMARY

OF MAY 5, 2006, MEETING WITH NPPD ON CNS TORNADO CONCERNS (TAC NO. MC8236)

On May 5, 2006, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NPPD at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss concerns related to the design of components and systems inside the diesel generator (DG) building and their ability to withstand tornado pressurization loads. The concerns were identified and documented as an unresolved item in a Safety System Design and Performance Capability inspection conducted in May 2005. The licensee presented its venting analysis of the DG building and discussed its calculations that demonstrated the structural adequacy of the heating, ventilation, and air conditioning ducting during depressurization and repressurization phases of the tornado event.

The NRC staff determined that there was not an immediate safety concern for components inside the DG building at CNS. However, the NRC staff still intends to look at this on a generic basis. The NRC staff felt that the alternate calculation performed was reasonable and practical, but the staff had not reviewed the venting details. Region IV should close the unresolved item in the next resident integrated inspection report.

Members of the public were not in attendance. A list of meeting attendees is enclosed. A copy of the licensees slides presented at the meeting has been placed in the NRC Agencywide Documents Access and Management System Accession Number ML061290460.
