BROWNS FERRY NUCLEAR PLANT, UNIT 1 - COMPLETION OF THE SPECIAL PROGRAM - MODERATE ENERGY LINE BREAK FLOODING EVALUATION (TAC NO. MC3689)
Dear Mr. Singer:
By letter dated December 13, 2002, as supplemented by letter dated February 28, 2003, ADAMS Accession Nos. ML023600026 and ML030620692, respectively), the Tennessee Valley Authority (TVA) described its proposed regulatory framework for the restart of Browns Ferry Nuclear Plant (BFN), Unit 1. This proposed plan is similar to the one used for the restart of BFN, Unit 3. It is based on the regulatory requirements, corrective actions, special programs, commitments, technical specifications improvements, and TVAs internally identified deficiencies and concerns that were resolved prior to Units 2 and 3 restarts in 1991 and 1995, respectively.
TVA plans to implement the special programs in accordance with the Unit 3 implementation and design criteria precedents. Changes to design criteria will be addressed using the Title 10 Code of the Federal Regulations, Section 50.59 and 50.90 processes. Deviations from implementation precedents will be controlled in accordance with TVAs internal processes.
In a letter dated June 25, 2004, TVA notified the Nuclear Regulatory Commission (NRC) that it has completed the evaluation of the Nuclear Performance Plan Special Program for Moderated Energy Line Breaks (MELB), as described in the December 13, 2002, Regulatory Framework for the Restart of Unit 1. As stated earlier, TVA used the same methodology used for Units 2 and 3 to perform the MELB evaluation. The Unit 1 MELB evaluation also considered design changes made for the planned Extended Power Uprate. The conclusions of the MELB evaluation were that BFN Unit 1 conforms to the original licensing basis and, thus, the existing flooding studies and protective measures are adequate.
K. Singer The NRC staff has reviewed the Unit 2 MELB analysis and found it acceptable as documented in a Safety Evaluation Report dated January 23, 1991. Since Unit 1 uses the same methodology, NRC follow-up action will consist of a Region II inspection on the Unit 1 MELB program implementation. This item will be updated on the Recovery Issues Checklist, as no Office of Nuclear Reactor Regulation safety evaluation is required.
