ASSESSMENT FOLLOW-UP - TURKEY POINT NUCLEAR PLANT, UNITS 3 AND 4
Dear Mr. Stall:
On February 8, 2006, the NRC staff completed its performance review of the Turkey Point Nuclear Plant. We documented the results of our review in a March 2, 2006, letter and indicated that we would be conducting a supplemental inspection as a result of both units crossing the threshold from Green to White for the PI Heat Removal System (AFW)
Unavailability. The Supplemental Inspection 95001 was not scheduled because your root cause analysis had not been finalized and other planned activities were already scheduled to preclude conducting an additional inspection at that time. In addition, since that time, a final significance determination for a white finding and notice of violation involving the B Auxiliary Feedwater Pump was issued in an April 17, 2006 letter. However, by letter dated April 27, 2006, you submitted an appeal of the significance determination for this finding. Our resolution of that appeal is pending.
The purpose of this letter is to inform you that we will be conducting the Supplemental Inspection 95001 the week of May 15, 2006. This was confirmed with Ms. O. Hanek of your staff on May 1, 2006. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
We plan to have Shakur Walker, the Resident Inspector at the McGuire facility, lead the supplemental inspection. As discussed with Ms. Hanek, the specific date in May was selected based on the completion of your root cause investigation and corrective action plan development. Mr. Walker will coordinate directly with your staff at the Turkey Point facility for the performance of this supplemental inspection.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS
