NOTIFICATION OF IMPLEMENTATION OF THE NRC DESIGN BASIS THREAT ORDER AS AMENDED BY THE MARCH 20, 2006 ORDER IN PHYSICAL SECURITY PLAN, REVISION 4 DATED APRIL 28, 2006 The purpose of this letter is to notify NRC that BFN has implemented the NRC Design Basis Threat Order as amended by the March 20, 2006 Order (EA-06-037) through Revision 4 of the BFN Physical Security Plan (PSP).

The Effective date of the Order implementation and PSP revision is April 28, 2006.

This Enclosure contains Safeguards Information as defined in 10 CFR 73.21.

The Enclosure provides Revision 4 of the PSP.

TVA, therefore, requests that the enclosure to this letter be withheld from public disclosure.
