Glen Allen, VA 23060 P Dominion A p r i l 27, 2006 United States Nuclear Regulatory Commission Serial No.06-309 Attention: Document Control Desk NLOS/GDM RO Washington, D.C. 20555 Docket No. 50-280 License No. DPR-32 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT 1 ASME SECTION XI INSERVICE INSPECTION PROGRAM RELIEF REQUESTS PRT-07 AND PRT-08 NRC SAFETY EVALUATION REPORT DISCREPANCY In a letter dated April 11, 2005 (Serial No.05-181), Virginia Electric and Power Company (Dominion) requested NRC approval of Surry Power Station Unit 1 Relief Requests PRT-07 and PRT-08. These relief requests were associated with the examination of the reactor vessel shell-to-flange weld and the reactor vessel circumferential shell weld, respectively, and requested approval for the reduced examination coverage that was obtained for each of these welds. The NRC approved Relief Request PRT-07 in a letter dated March 28, 2006 (TAC No. MC6690) and Relief Request PRT-08 in a separate letter also dated March 28, 2006 (TAC No. MC6707).

Dominion has reviewed the safety evaluation reports for the relief requests included in these two letters and has noted one discrepancy. In Section 2.0, Regulatory Requirements, of both letters, it states that the Surry Unit 1 third 10-year IS1 interval I.. .began on May 10, 1994, and ended on May 9, 2005. These dates are actually the Surry Unit 2 third 10-year IS1 interval dates. The Surry Unit 1 third 10-year IS1 interval began on October 14, 1993, and ended on December 31, 2004 for the reactor vessel weld examinations as allowed by Relief Request CMP-028, Revision 1, which was approved by the NRC in a letter dated November 4, 2003 (TAC No. MB8480).
