This report was prepared in accordance with the PNP Facility Operating License, Appendix B, section 5.4.1. The attached report describes the implementation of the Environmental Protection Plan from January 1, 2005, through December 31, 2005.

ENCLOSURE 2005 NONRADIOLOGICAL ENVIRONMENTAL OPERATING REPORT

1.0 BACKGROUND

Appendix B of the Facility Operating License for the Palisades Nuclear Plant (PNP) requires the submittal of an annual environmental operating report to the NRC, describing the implementation of the Environmental Protection Plan (EPP) during the previous year. The period covered by this report is January 1, 2005, through December 31,2005.

PNP operated for 8443.3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> and produced a net total of 6,645,839 MWHe during 2005. This represents 94.2% of the net demonstrated capacity of the design electric rating of 805 MWe.

2.0 ENVIRONMENTAL IMPACT EVALUATIONS Several procedure revisions and facility modifications were evaluated during 2005 per Palisades Administrative Procedure 4.22, "Nonradiological Environmental Program."

Consumers Energy Company Environmental and Technical Services department reviewed four procedures and one modification for determination of impact on the environment.

Modification, "2005-Mod-008, Liquid Radwaste Processing," was implemented.

This modification installed a Duratek, Inc. Advanced Liquid Processing (ALP'S) system, and isolated the plant evaporator processing equipment.

There were no changes, tests, or experiments that involved an unreviewed environmental question and no projects required EPP changes.

3.0 ADDITIONAL ACTIVITIES AUTHORIZED UNDER NPDES The National Pollutant Discharge Elimination System (NPDES) permit MI0001457 did not require a change or revision during 2005.

4.0 UNUSUAL ENVIRONMENTAL EVENTS No unusual environmental events occurred during 2005.

5.0 ENVIRONMENTAL MONITORING Documentation of the effect of cooling tower operation on meteorological variables was required for two years following the conversion from the once-through cooling system to the cooling towers. Because the cooling towers have been in operation for 31 years, meteorological monitoring and other monitoring activities related to the cooling towers were not required during 2005.

Herbicides were not applied to the transmission line exit corridor in 2005. Rose Exterminator Company treated other areas of the property for vegetative management during 2005. The application of herbicides is documented in Attachment 1.

6.0 NON-ROUTINE REPORTS During 2005, no non-routine reports were generated.
