Ladies and Gentlemen:

By letter dated May 22, 2005 (Serial Number 3133), the FirstEnergy Nuclear Operating Company (FENOC) submitted License Amendment Request (LAR) 04-0025, an application for amendment of the Operating License, Appendix A, Technical Specifications (TS) for the Davis-Besse Nuclear Power Station (DBNPS). The proposed amendment would adopt a qualified alternate repair criteria (ARC) for axial tube end cracking (TEC) indications in the DBNPS Once-Through Steam Generator (OTSG) tubes. Specifically, the proposed amendment would revise the Technical Specification (TS) Surveillance Requirements (SR) for steam generator tube inservice inspection to include the TEC ARC.

By letter dated February 16, 2006 (Serial Number 3228), in response to Generic Letter 2006-01, "Steam Generator Tube Integrity and Associated Technical Specifications," FENOC committed to submitting a license amendment application by May 31, 2006, proposing to amend the DBNPS Technical Specifications to be consistent with Technical Specification Task Force (TSTF)-449, "Steam Generator Tube Integrity,"

Revision 4. Since this new license amendment application will be incompatible with the changes proposed in the earlier license amendment application, FENOC requests that the May 22, 2005 license amendment application be withdrawn. FENOC plans to resubmit the license amendment application at a later date.
