Indian Point Emergency Evacuation Plan - Sirens for Town of Tuxedo

Dear Senators:

I am writing to you on behalf of the residents of the Town of Tuxedo who are within the Indian Point Nuclear Power Plant evacuation plan zone ('EPZ').

As a County Legislator, I am concerned about the inadequate evacuation procedures in place for the residents..

During the most recent emergency testing, the following weaknesses were revealed:

1.

No sirens are in the Tuxedo EPZ.

2.

The range of the siren signals are not contiguous in the southern parts of Orange County so that there ar&edead zones in coverage.

3.

In these areas where there are no sirens, a telephone system is used to alert residents. The telephone system is only tested twice a year and riot at the same time as the sirens. Both the sirens and the telephone system should be tested together four times a year.

I also have some general concerns about the procedures and protocols for Indian Point. Firstly, not only is the EPZ 10 mile zone radius unrealistic, it stops before the New York State Thruway (1-87) so that most of Tuxedo is not covered. Secondly there is no training for those responsible for emergency supervision including new elected Legislators, Supervisors, and Council members. Thirdly, no emergency information booklets are available in Spanish.

Letter - Indian Point 2

Before any recertification of Indian Point occurs, the emergency needs of the Tuxedo region must be addressed.

Entergy, the operator of the plant, is in the midst of making a major investment in upgrading the emergency siren system for Indian Point. It is my understanding that sirens for the Town of Tuxedo will not be included in this upgrade. I respectfully request your assistance in assuring that these issues are timely addressed for the residents of Tuxedo.
