CLOSURE OF CONFIRMATORY ACTION LETTER NO. 1-05-001

Dear Mr. Levis:

In January 2005, your staff committed to complete a number of actions to ensure acceptable operation of the B reactor recirculation pump at your Hope Creek station. These actions, which were described in your letter dated January 9, 2005 included: implementing a vibration-monitoring program to continuously monitor the B recirculation pump; establishing objective criteria that demonstrate that monitored parameters are within an acceptable range; developing procedures which specify actions to be taken if the monitored parameters are outside of the specified range of the acceptance criteria; continuing this program until an inspection of the B reactor recirculation pumps rotating assembly and replacement of the pump shaft have been completed; notifying the NRC prior to implementing any change to vibration monitoring and operating procedures to provide sufficient time for the NRC to complete a review of the proposed changes; and replacing the B recirculation pump shaft and inspecting the pumps rotating assembly and pressure boundary components at the earlier of the next refueling outage (RFO13) or during an outage of sufficient duration to accomplish pump replacement.

To confirm your agreement with these actions, the NRC issued Confirmatory Action Letter (CAL) 1-05-001 on January 11, 2005.

Throughout the most recent operating period, we verified that you met the CAL commitments to continuously monitor the B reactor recirculation pump vibrations, and that you established appropriate acceptance criteria and maintained procedures in place that specified actions to be taken if the monitored parameters varied beyond the acceptance criteria range. In addition, consistent with the CAL commitments, the NRC reviewed changes to pump vibration monitoring procedures prior to implementation. Further, by letter dated April 18, 2006, you informed the NRC that the B recirculation pump shaft and rotating assembly have been replaced.

Additionally, you have inspected the removed rotating assembly and inspected the pump pressure boundary components. These actions completed the remaining commitments of the CAL.

After reviewing the information you provided in your April 18, 2006 letter and inspecting related activities throughout the operating cycle and during the current Hope Creek refueling outage, the NRC has confirmed that all commitments set forth in the CAL have been completed.

Therefore, this CAL is hereby closed.

Since the CAL is closed, prior NRC review of changes to these vibration monitoring procedures is no longer necessary. The procedures shall be controlled and implemented under your NRC operating license and normal station processes. The NRC resident inspectors will continue to review recirculation pump and system vibration conditions as part of their normal plant status reviews.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC web site at http://www.nrc.gov/reading-rm/adams.html.
