Dear Mayor Stone:

I would like to invite you, as a public official who may have an interest in activities related to the Vogtle Electric Generating Plant, to a series of meetings with representatives of the U.S. Nuclear Regulatory Commission (NRC). Southern Nuclear Operating Company (Southern) expects to file an early site permit (ESP) application with the NRC in August 2006 for two new reactors at the Vogtle site. In anticipation of this event, the NRC is taking early action to interface with the local Waynesboro community.

The NRC is planning to host two informational meetings. The first meeting, to be held on May 10, 2006, will provide an opportunity for NRC staff to provide state and local public officials with a background of the NRC, our mission, and the ESP review process. This occasion will also be a good time for you to pose any questions and/or raise any concerns to NRC staff. The following day, May 11, 2006, the NRC is inviting interested members of the public to a meeting to discuss the ESP review process and opportunities for public involvement. Public participation in the meeting is encouraged, and plenty of time has been allotted for questions regarding the NRC licensing and application review processes. In addition, the NRC will host two 2-hour open houses preceding the meeting to allow for one-on-one interaction between the NRC staff and attendees.

Under the NRCs regulations in Part 52 of Title 10 of the Code of Federal Regulations, Early Site Permits, Standard Design Certifications, and Combined Licenses for Nuclear Power Plants, the NRC can issue an ESP for approval of one or more sites for possible future construction of a nuclear power plant(s). The issuance of an ESP is separate from the issuance of a license to construct or operate a nuclear power plant. The review of an ESP addresses site safety issues, environmental protection issues, and plans for coping with emergencies, independent of the review of a specific nuclear plant design. Should an ESP be issued for Vogtle, Southern could reference the ESP in seeking, at some time during the term of the ESP, a license to construct or operate a nuclear power plant(s) on the site.

I would like to invite you, as a public official who may have an interest in activities related to the Vogtle Electric Generating Plant, to a series of meetings with representatives of the U.S. Nuclear Regulatory Commission (NRC). Southern Nuclear Operating Company (Southern) expects to file an early site permit (ESP) application with the NRC in August 2006 for two new reactors at the Vogtle site. In anticipation of this event, the NRC is taking early action to interface with the local Waynesboro community.

The NRC is planning to host two informational meetings. The first meeting, to be held on May 10, 2006, will provide an opportunity for NRC staff to provide state and local public officials with a background of the NRC, our mission, and the ESP review process. This occasion will also be a good time for you to pose any questions and/or raise any concerns to NRC staff. The following day, May 11, 2006, the NRC is inviting interested members of the public to a meeting to discuss the ESP review process and opportunities for public involvement. Public participation in the meeting is encouraged, and plenty of time has been allotted for questions regarding the NRC licensing and application review processes. In addition, the NRC will host two 2-hour open houses preceding the meeting to allow for one-on-one interaction between the NRC staff and attendees.

Under the NRCs regulations in Part 52 of Title 10 of the Code of Federal Regulations, Early Site Permits, Standard Design Certifications, and Combined Licenses for Nuclear Power Plants, the NRC can issue an ESP for approval of one or more sites for possible future construction of a nuclear power plant(s). The issuance of an ESP is separate from the issuance of a license to construct or operate a nuclear power plant. The review of an ESP addresses site safety issues, environmental protection issues, and plans for coping with emergencies, independent of the review of a specific nuclear plant design.
