NORTH ANNA POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED TECHNICAL SPECIFICATIONS CHANGE FOR SYSTEMS COMPLETION TIMES INCREASED ECCS-LHSI. AFW. QUENCH SPRAY AND CHEMICAL ADDITION In a December 17, 2004 letter (Serial No.04-381), as supplemented by letter dated October 7, 2005 (Serial No.05-553), Dominion requested amendments to Facility Operating License Numbers NPF-4 and NPF-7 in the form of changes to the Technical Specifications for North Anna Power Station Units 1 and 2. The proposed changes would increase the completion times for several safety systems from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 7 days. The proposed changes were based on a risk-informed evaluation performed in accordance with Regulatory Guides (RG) 1.1 74, An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions On Plant-Specific Changes to the Licensing Basis, and RG 1.1 77, An Approach for Plant-Specific, Risk-Informed Decisionmaking: Technical Specifications. Based upon issues identified by the NRC at a February 8, 2006 meeting, Dominion is withdrawing the proposed amendment request.
At the meeting, the NRC staff identified a number of risk-informed and deterministic justifications provided by proposed change. These specific issues included:

Resolution of peer review comments on the PRA model It is Dominions intention to address the NRC issues identified in the meeting in a re-submittal. The re-submittal of the license amendment will be limited to just the completion time for an inoperable Low Head Safety Injection Subsystem (LHSI), based on the repetitive emergency TS changes that have been required the past few years for LHSI piping repairs.
Prior to re-submittal of a proposed amendment, Dominion plans to request a meeting with the NRC staff to discuss the revised approach.
